Subject: [PATCH] ci: Scorecard, and actionlint and zizmor on the workflows

Like the other devenvy repositories: scorecard.yml publishes OpenSSF Scorecard results weekly and on main, and CI's
lint job runs actionlint and zizmor on the workflows; result needs it.
