Regenerate tests in parallel

The generate tests workflow runs sequentially and scales linearly depending on the number of files to re-generate. It would be great if it produced a matrix and regenerated them in parallel

The same-repo smoke.yml workflow already has the pattern this wants: a discover job that resolves the work into a matrix, then a matrixed job that runs each test in parallel. The one wrinkle here is the shared script/build updater-image step — naively matrixing per-test would rebuild the image once per test, which would cost more than it saves.

So a good shape would be:

1. discover / build job — resolve the test list, build the updater image once, and cache it (build artifact), exposing the test list as a matrix output.
2. regenerate job — strategy: matrix (fail-fast: false) over the resolved tests, each pulling the prebuilt image and regenerating + recaching one test in parallel.

That keeps the expensive build single-shot while fanning out the per-test work, and mirrors the existing smoke.yml discover→matrix structure so it stays consistent with the repo's conventions.
