Support multiple individuals per invoice

For the system to support proposals like the bug bounty program we need to be able to submit a single invoice with multiple payout amounts and multiple extended pub key's.

example a csv format:
name,relevant github link of fix,extended pub key,pay out amount

This might also be useful when we have an event and temp hires need to be paid in DCR.

Why wouldn't individual recipients just submit their own invoices?

Some issues:

Each has to be invited individually.
They are being paid for one time work.
Currently no way for the bounty program to ensure that they are being fair and only submitting they payout we told them to.
Since they are not decred contributors any payout issues will be hard to resolve.

Being able to invoice for payments on behalf of once-off or casual contributors would likely have utility beyond the bounty program. In the research program, for example, it would be useful to be able to arrange payments for small amounts of work by people who only contribute a little to that task, without having to go through the process of granting a DCC. The DCC process sets the bar fairly high for receiving any payment at all, and in some domains that could be discouraging smaller contributions that may have significant value.
