Feature Request: Only run Windows PowerShell actions if the manifest does not specify PowerShell 6+

Problem to solve

If we develop a PowerShell 7 module, we need to manually adjust the GitHub Action Workflow to not run the tests and deployment for PowerShell 5.

Summary

It would be great if the PowerShell 5 test and deployment tasks only ran when the module is specified to work with PowerShell 5.
