Python wheels for releases

Is there any particular reason (or previous discussion I have not found) on why Python wheels are not built & uploaded to PyPI?

Mostly because they are hardware dependent.
Not everybody has an Nvidia GPU or their processor supports AVX instructions. Also they might have different lapack libraries.
