Add 'retry' option for solid install under network issues

Sometimes installation fails due to network issues as following:

 Unable to resolve package source: 'https://www.powershellgallery.com/api/v2/'.

It would be reasonable to have 'retry' parameter with some sleep to get rock-solid install even with temporary network issues.

What exception type is it that you're getting when this happends?

Oh, hard to say. It's under chef provision so that only error message pops up. Essentially, troubles with the network / wi-fi or DNS resolution, temporary internet connection unavailability leads to such an issue.
