Change over between data and WiFi not happening

What steps will reproduce the problem?
1 . if WiFi is disconnected/out of range then mobile data not working.. 
2 . we have to stop sandroproxy to work with mobile data manually..  
3 automatically switch over not happening. 

What is the expected output? What do you see instead?
Automatically switch over from WiFi to mobile data .. 

What version of the product are you using? On what operating system?
Latest from play store.. Android kit Kate 4.4.4

Please provide any additional information below.

Pls let me know if any setting I have to do..

Don't start it manually. Let be started by wifi goes on. Then will also stop 
when wifi goes down.
