Convert StatCan Geographic Boundaries ISO 19115:2003 XML to "Systems Ready" Metadata

• Create spreadsheet of metadata for all the datasets listed at https://www.dataforcanada.org/docs/processes/statistical_products/statistics_canada/statistical_administrative_boundaries/
• Start bare bones. Title, description, and attribution in English and French.
  • Put this metadata into FlatGeoBuf and PMTiles for each dataset
• Look into per field metadata
  • Look into Parquet specification
