When making a repository or provider inactive, Fabrica forces you to update newly required fields. For example, if you are trying to make a repository inactive from the "Update Repository" form and the "Software" field is not set, Fabrica will not let you submit the form until you have set the "Software" field. You should not have to be setting fields on a repository when you are making it inactive.
The same thing happens with providers with the newly required "Country" and "Tax Status" fields.
