The set password functionality in Fabrica not working when logged in as a Consortium Lead

Describe the bug

The set password button does not work in Fabrica for Consortium lead accounts

Expected Behaviour

The set password function should work wherever it appears in Fabrica

Current Behaviour

When the consortium lead enters new password with exact match the button does not react

Steps to Reproduce

1. Log in to Fabrica with a Consortium Lead account (or an account that is not ADMIN)
2. Click on set password
3. Enter password
4. Nothing happens
