Maximum speed and power not being respected

BBSHD UART. 29 inch wheel programmed correctly. Speed sensor reads accurate according to GPS.

This is mode 1. It’s set to 17% (of 30 amps) which should give me around 5 amps. This means around 250W peak.

speed is set to 25% of 100 km/h which should give me 25km/h.

this mode peaks at over 9 amps (500+ watts) and pulls me past 32km/h.

what am I doing wrong? Every one of my 5 assist levels has this issue. Mode 2 should be limited to 30km/h but propulses me past 45km/h
