doc: target directory to collect all depoyments for system

I propose to create 

target/ubuntu22.04
target/rivanna-nonconda
target/rivanna-conda
target/summit

so that more targets can be added easier without polluting the main directory.
I propose that all existing deployment descriptions be moved into target
