Is it possible to wrap up the exporting program into an exe file that can work elsewhere?

I currently work on Linux system but I would like to interact with a Windows app. Is there a way to wrap the exporting mesh program into .exe file?

There are instructions for building curv.exe on Windows, and you can use that on Windows to export meshes. Is that good enough, or what is missing?
