Create `IndependentWeightModel` for independent processes

Users can estimate multivariate processes without interactions by providing an IndependentWeightModel and (e.g.) an IndependentLogitNormalImpulseResponse which assigns all interactions weights off the diagonal to zero and only updates diagonal elements during inference.
