Add LexMexTool, a tool that queries LEX-MEX, a Spanish-language
legal assistant covering all 316 Mexican federal laws, kept in sync
with diputados.gob.mx. Answers are returned with the exact law and
article cited (no hallucinated sources)

N/A - no existing crewAI tool covers this domain.

@Vidit-Ostwal thanks for reopening — I want to push back on the vendor-pitch label, since I think it mischaracterizes what this PR does.

LexMexTool isn't a generic marketing integration — it's a domain-specific retrieval tool for Mexican federal law, the same category as other tools already in crewai_tools/tools/ that wrap a specific external API requiring a key (e.g. Serper, EXA, Tavily, Firecrawl). Those aren't flagged as vendor-pitches because they fill a capability gap crewAI itself doesn't provide (web search, scraping, etc.). LexMexTool fills the same kind of gap for Mexican legal retrieval — no existing crewAI tool covers grounded, article-cited Mexican federal law, which is exactly what #7258 states under "alternatives considered."

The API-key requirement is a byproduct of the domain (a maintained, synced legal corpus isn't something that can run for free at scale), not an attempt to promote a product — LEX-MEX isn't a company I'm marketing, it's infrastructure I built and maintain specifically to make this retrieval possible.

Happy to add anything that would resolve the concern directly — more explicit docs on what the tool does vs. doesn't require, a note on data provenance, whatever standard you'd apply to similar API-backed tools already merged. Let me know what's needed to move this to a normal code review instead of a vendor-pitch review.
