TRL - Test Runner Lambda

Overview

This lambda will be tasked with

• Ensuring that all tests start at the same time (irrespective of container instance and region)
  • Completed for PoC, need to ensure works with homegrown engine
• Ensuring that fargate containers are not idle'd for longer than they need to
