Conventionally, we've established a pattern to request incubation (search: https://github.com/search?q=repo%3Aconda%2Fgovernance+%22Request+for+incubation%22&type=issues), so I think it's time we work on improving the transparency (see also #247 for a related topic) and add a "Request for incubation" issue template.
It could follow the pattern established in the existing issues (see link to search result above).
