Adding Tensorrt and Azure Execution Providers

We were comparing our pip and conda environments and noticed that with pip a few more execution providers were available in onnxruntime.

mainly:

• TensorrtExecutionProvider
• AzureExecutionProvider

Are available on pypi but not on the conda-forge package.

I'm not sure if there is any interest in these, but Tensorrt might be interesting to me.

Also adding the webgpu one might be very beneficial as well for people running APUs or other non Nvidia Hardware. There exist such a thing on pypi
