`m.lib` on windows builds with libpsl

Issue

A m.lib (unix math lib) is leaking into the libcurl CMake config on windows builds after #169 was merged. Reverting back to curl=8.21.0=h8206538_1 no longer injects m.lib

Please copy the relevant information out of the logs and into the issues. Logs disappear over time.

Please also copy what goes wrong with m.lib. Presumably something like curl's CMake metadata says it should be there, but it cannot be found when starting the pdal build?

m.lib is a unix library. It shouldn't be used at all for a Windows build

Here's the error we get:

fatal error LNK1104: cannot open file 'm.lib'

Here's the relevant packages

libpsl                            0.22.0                 hc1744f7_0

Here's what seems to be going on:

• libpsl requires icu-uc
• The icu-uc.pc has -lm in its baselibs definition
• It gets picked up and passed on as a private dependency

I understand that. My point was that the issue should be self-explanatory and self-contained, not requiring chasing down links to logs (that might go stale).

Here's what seems to be going on:

Sounds plausible. If so, the pc metadata for icu on Windows should obviously not add -lm. We should add a test like pkg-config --print-errors --exact-version "{{ version }}" icu to the icu feedstock and make sure it's passing on all platforms
