Move fau_sel.1.1

For version 4.0, fau_sel.1.1(2) needs to be moved from required to objective, with a note that it will become required again in the following version. This is because the requirement in MDM Server (FMT_SMF.1.1(1), #48), which is the audit requirement needed for this selection, is currently optional. It will be moved to mandatory in the next version, and then this requirement can be moved back to mandatory.

NOTE: Do we need to issue TDs for this?

This issue still appears to be relevant in the latest materials (MDM Agent mandates FAU_SEL.1 but it's a selectable function in MDM, and on MDF itself it's still listed as objective). However, no TD was ever issued for this and it was never addressed directly in any subsequent document revisions.

I believe it's an appropriate change to make but external guidance/authorization will be needed.
