chore: open 2.3.0 development line

Bump the development version 2.2.0-SNAPSHOT -> 2.3.0-SNAPSHOT now that v2.2.0
is tagged and released. Release versions are derived from the git tag in
settings.gradle.kts; this SNAPSHOT value is the default for untagged dev builds.
