Add SVG Guide

Maybe after the internal meeting this week, we can rehash some of it into this area for discussion. I think it would be of value to document it for those of us who haven't done a great job keeping up with SVG in general.

I'd love to take a stab at this, and I think it's a great idea for a follow-up to our presentation!

The nice thing about SVG is that, for the most part, our existing HTML, CSS and JavaScript guidelines will serve us very well.
