Localization

Any text that is displayed in the server should be localized. The owner's current language (English) should be used by default unless the bot is able to identify and find a translation for the user's locale.

Translation

Users should be able to submit translations for text that is available to them. This could be done with a command that takes the original text, a translation, and the name of the language. The translations should be saved for later review.
