Node heights with bad quality are removed rather than flagged

Drift node-averaged heights are sometimes omitted from the output dataframes due to bad quality. JPL prefers these nodes are included and a column is added flagging the quality issue. This will aid in troubleshooting SWOT errors.

Making this low priority per our discussion. I can get this info pretty easily, but it will require some refactoring.
