Upgrade to Neo4j 5 when possible

We should upgrade to Neo4j version 5 when possible.

Motivation and context

We currently use Neo4j version 4.4 because of this warning in the Bloodhound documentation. Once that warning goes away it should be safe to upgrade Neo4j.

As of today the warning is still present and hence Neo4j cannot be upgraded.
