[style] Isolate the settings for the logics

把設定和服務運行邏輯分開寫，原因是

1. 有 Bug 時可以快速先查設定檔，省時間
2. 日後更改設定或新增更細節的設定比較好維護，不會連帶影響邏輯的 code
