[FR] Keep Tooltip on screen on mobile

Please describe the idea

can you change tooltip on mobile so after tapping in graph to show, it stays on screen and then allows you drag it around to easily see data values, tapping in the graph area again would remove the tooltip.

could have it as option if necessary tooltip_lock: true
