Revisit timer/watch implementation

This new timer/watch mechanism is used for accurate playback timing, this should have a more natural usage pattern, e.g. an event listener that just reports the time after the necessary internal workings.

Hi,
I really appreciate the offer to help, the trouble with this task is that there is a major native set of API changes in LibVLC 4.x that have been merged recently and these changes are big incompatibilities with the previous API not just small changes. This task needs to be rolled up into those changes.
I already have a nearly complete branch that should cover this.
We need to see what is left over after I merge those changes.

In fact, it is recommended to use this API for the time/clock display in a UI rather than the old time change event.
