Add publisher worflows

Move and adapt a generic version of our .github/workflows/release-publish.yaml from the various craft libs to starflow.

While we're on the subject, I wonder if the release-drafter workflow still has value for us nowadays. All the libraries and applications have their own changelog/release notes, and the action that creates the github release can do the standard list of commits just fine.
