Use osv-scanner to scan `uv.lock` files

The scan-python workflow should scan uv.lock with osv-scanner.

The blocking issue has now been resolved, so we can implement that but the osv-scanner must be updated. iosifache/osv-scanner-snap#3 should help resolve that.
