feat: initial commit — Tidefall 1.0.0-dev 🌊
Tidefall is an ETS-backed buffer for Elixir — accumulate writes, drain in periodic batches. Originally developed at Appcues as `partitioned_buffer`; this repo is a fresh-start continuation under a new name and design direction. Upstream copyright preserved in LICENSE.md per the MIT terms.
