According to your description, the json generation should be okay.

So the import failure may be caused by the layer mismatch. The layers you choose before generating the json, the layers you input before import and the layers of your ingame circle white shape should be the same number.

Anyway, once you provide screenshot we should be able to know what is the root cause of your problem.
