Forestry (md with yaml) data store does not prevent duplicate Ids

Because it is not a relational store, nothing is preventing duplicate Ids from entering the system.

There should, at a minimum, be a pre-build step that validates that there are no duplicate Ids. Ideally, there would be a way to prevent them from ever entering the system.
