Stretch: add/remove my account’s riders from other user’s shifts

As a user, I want to be able to add/remove my account’s riders from other user’s shifts
Given the user wants to add or remove their account’s riders from other user’s shifts
When a user navigates to the Shifts page and edits a shift card
Then the user can add or remove their account’s riders from another user’s shift
