Use tooltips to display region information rather than the help/menu bar

so it turns out the tooltip functionality is added automatically when setting the features…the user just needs to set tooltips to visible by going to View -> Layer tooltip visibility !
and the Labels layer with the tooltip also needs to be selected from the list of layers for it to show up
