Maybe this already happens, and I'm not noticing it because the relationship values are so easy, right now. But I shouldn't be able to marry my spouse and then never speak to her for weeks, without some kind of consequence.

nah it doesn't happen...there is a chance she will know (she gets an anonymous tip) if you go have sex with a prostitute...but that's about the extent. There is no real reason right now to take her on dates or give her gifts and such...yet.
