[Bug]: RSE: New Mauville Voltorbs and Route 120 Kecleons tracked as LAND encounters #541

Describe the bug

New Mauville has "fake" pokeballs that are actually voltorbs (like the power plant voltorbs in kanto)
Route 120 has the invisible kecleons that the player reveals with the Devon Scope (there is a forced one on the bridge when Steven introduces you to this and gives you the Devon Scope)

Both of these from a quick look seem to use the default battle flags, so are tracked as LAND encounters. This is fine for a vanilla playthrough since there are voltorbs and kecleons in the respective areas anyways, so it just gets counted as part of those, but when the pokemon are randomized they may not be the same pokemon as the ones in the actual LAND encounter table. This results in an extra LAND encounter being counted

I have confirmed this occurs with the vanilla Emerald game. Some investigation needs done for how the game handles these to see if there's maybe some special handling we could do to track these separately

Steps to Reproduce

  1. Go to New Mauville or Route 120
  2. Clear the tracked data, if there is already existing tracked encounter data for the route
  3. Interact with a fake item voltorb or invisible kecleon, without encountering any regular wild pokemon prior
  4. Observe the encounter is tracked under the Walking / LAND encounters
