Umbrella: establish a standing QC rhythm (CI gates + weekly digest + scheduled agentic review + periodic OLS load)

Goal: turn the ad-hoc audit (ODK logs, OLS logs, our deterministic and agentic checks) into a standing rhythm, tiered by cost so nothing slow blocks commits or PRs.

Tiers and speed budgets:

• Pre-commit (seconds): keep as-is (ruff/mypy); add nothing container-based.
• CI per-PR (runner-friendly minutes): the deterministic checks already running (ODK QC, sparql-metatest, artifact-freshness, content-lint, lint/security). ADD lightweight log-insight gates: every https://w3id.org/metpo/ term has a label; no non-numeric METPO IRIs (catches range_min/max, range_min / range_max are bespoke annotation properties (non-numeric IRIs, unlabeled, redundant with bin datatype facets) #518); ratchet the ROBOT report so missing_definition and duplicate_exact_synonym counts can only go down.
• Scheduled (cron, non-blocking, posts results): the heavy/judgment work. A weekly GH Action QC digest (report-debt trend); a scheduled agentic judgment review that files findings (like capnophilic (METPO:1005021) is under oxygen preference but defines a CO2 requirement #511-517); a periodic full OLS load (heavy, runs on the M5 setup), with its key signals already covered by the CI gates.
• On-demand: workflow_dispatch + make targets to trigger the heavy checks deliberately.
