Where can we contact GNOME and register a bug report that "users need to install this 3rd party plugin to make it so that 'opening a program makes it focused' is the default behavior"?

I think GNOME is "good enough" as a replacement for Windows with the exception of this behavior, which I don't recall ever having experienced in my entire life on Windows. On Windows, when you open a program, it appears, focused. ezpz. Here I'll launch a program (say, vscode, sending some new file) from the shell and if it's already open in the background then I just get a notification that "vscode is ready". Yes GNOME, I know it's ready. I want it to be focused.
