What to build

Finalize CI and operational documentation so the workflow E2E suite runs as a strict merge gate with the approved environment variable contract, role-switch assumptions, and local execution guidance.

Acceptance criteria

• CI runs the workflow E2E suite with strict failure behavior.
• Documentation reflects real commands, env vars, and assumptions (DB role switch + relogin, fresh plan per test).
• Team runbook is sufficient to execute and troubleshoot locally and in CI.
