What to build

Create reusable workflow assertion helpers that validate persisted transition history and actor-role categories, plus standardized failure diagnostics that capture the most recent transition payload and screenshot evidence.

Acceptance criteria

• Assertions validate ordered transition sequence from persisted GET /plan/{id} data.
• Assertions validate actor role category (AH/SA/DM) for each transition.
• Deterministic transition notes and standardized debug bundle capture are implemented for scenario failures.
