What to build

Implement per-scenario fresh plan setup by cloning from a template RUP into a fixed dedicated test agreement, and apply deterministic naming so generated plans are easy to identify for scheduled cleanup and debugging.

Acceptance criteria

• Each test creates a new plan instance before execution.
• Plan creation uses the approved fixed dedicated test agreement strategy.
• Generated plans use deterministic E2E naming/tagging conventions that support safe cleanup by prefix and age.
