What to build

Add automated role-switch infrastructure for tests so the shared staff user can switch between SA (3) and DM (2) by direct DB update keyed by exact users.sso_id, with logout/login required for role effect and automatic restore to SA after each test.

Acceptance criteria

• Cypress task can set role by exact sso_id using DB credentials from environment variables.
• Role-switch flow includes relogin checkpoints and verifies effective role before branch actions.
• afterEach teardown always restores the shared staff account to SA (3), including failure cases.
