Migrate Sonar for portal e2e to bcgov org

Move from `bcgov-oss` to `bcgov-sonarcloud`, as per https://github.com/bcgov/api-services-portal/commit/9ffded4d01d5a1663861415c21d06cc03345f3d4

We already have this repo attached to the new org, so this should only require updating `.github/workflows/aps-cypress-e2e.yaml` and `sonar-project.properties`
