As soon as the USGS and CWS release the route-path data, change the stratify function to use the route-paths to allocate routes to strata, instead of the start locations.
Will likely require some optional tricks to substitute the start points if route-path data are missing for any routes (e.g., lag between updates to the route paths vs updates to the count data that may include a new route).
