Not working on macOS 13 Ventura

In Ventura, Display folder is in ./System/Library/ not in ./Library/ and is not editable ...
Tried to duplicate in ./Library/ but not successful.

Did you disable SIP successfully?

Yes I did
But even when trying with terminal it says that it is "read-only filesystem"
I'm on a MacStudio M1 with Ventura
