Include non-standard keyboard layouts during setup

While I also disagree with #828 to have EurKEY as default layout, it would be nice to have it included in the list during setup. This might also be relevant for other non-default layouts such as Dvorak. It would be good if we were able to filter the list similar to the timezone then.

I agree with @neurotroph that there should be better options for users w/ keyboard variant.

Optimally in some dynamic way from localectl. However, this may not be realistically possible.

Recommend reopening this issue as a future enhancement.
