Fix CI: remove hardcoded IP from setup.py comment

* Replace mailto: email report with copyable popup dialog

Browsers often can't handle mailto: links (especially when using webmail
like Gmail). Replace the mailto link with a modal popup that shows the
fully drafted email (To, Subject, Body) with individual and "Copy All"
buttons so users can paste into any email client.

* Add TTS announce API for Home Assistant integration

New feature: play any TTS message on any camera speaker via MQTT or REST.

MQTT: Publish to voxwatch/announce with {"camera": "...", "message": "..."}
REST: POST /api/audio/announce with same payload + auth

Supports optional voice, provider, speed, and attention tone overrides.
Full pipeline: TTS synthesis → codec conversion → optional tone → go2rtc push.

- preview_api.py: POST /api/announce handler with full audio pipeline
- voxwatch_service.py: MQTT subscription on voxwatch/announce topic
- audio.py: POST /api/audio/announce dashboard proxy endpoint
- HOME_ASSISTANT.md: announce docs with 5 automation examples
- README.md: full update with HA integration section, updated architecture
  diagram, announce examples, and roadmap refresh
