Cool file balanced or not?

Thank you very much for developing this software！
When i was using this tool to call loops in my cool file of 5Kb resolution, i doubt whether i should use the cool file after ICE balanced or not. The balanced file could be generated by cooler balance.

I think in general, the use of "cooler balance" is necessary.
