Publish Rebalance Recommendation metrics on CloudWatch Dashboard

With more and more adoption of Capacity Rebalancing, the customers are keen to see number of Rebalance Recommendation on the CloudWatch dashboard. At present only way to see Rebalance Recommendations is with Athena Query.
